The Town of Grottoes council voted unanimously Aug. 10 to adopt the CSPDC (Central Shenandoah Planning District Commission) Hazard Mitigation Plan, a step the town’s mayor said will keep Grottoes eligible for mitigation grant opportunities.
Glimmer Sullivan, the first public commenter, told the council she was "glad to see the CSPDC hazard mitigation plan on the agenda under new business" and urged formal adoption. Sullivan asked the town to post mitigation grant award materials and several planning documents — including the planning commission bylaws, the town’s wastewater study and water-supply information — on the municipal website so residents can access them without filing requests.
Council members made the motion to adopt the plan during new business; the motion was seconded and carried without dissent. Council members and staff did not detail a specific funding award at the meeting, but Sullivan emphasized that adoption maintains the town’s eligibility to apply for and receive mitigation grants.
The council did not set an implementation timeline at the meeting. Council members indicated the plan is intended to guide mitigation and recovery priorities for threats such as flooding and drought and to position the town for regional funding, but additional departmental or budget actions would be needed before specific projects could begin.
