Planning Board approves Phase 2 site plan and SEQR for six LP tanks at Youngs Road property

Jeff LaFlamme presented Phase 2 of a project for Tax Parcel #81.00-1-37.241 (20202 Youngs Rd.) seeking site plan and SEQR approval to construct a vehicle storage building and install six bulk liquefied petroleum (LP) storage tanks. Chairman RJ Filley read a letter from the Department of Planning and Community Development referencing the review (JCDP File # T Ho 1-26).
The Jefferson County Planning Board reviewed the referral and determined it did not raise significant county-wide concerns but listed requirements and advisory comments. The minutes record that a Jefferson County building permit will be required and that the applicant must ensure site design meets the Fire Code of New York State and National Fire Protection Association standards. An Agricultural Data Statement was required because the parcel is in a New York State Certified Agricultural District; the minutes note that was completed previously. County staff also advised the local board to confirm landscaped berms provide adequate buffering and noted Section 430.C may require a special use permit for small retail within the Arterial Corridor Protection Overlay District (within 1,000 feet of NYS Rt. 3).
Chris Todd of Aubertine and Currier presented revised maps showing the county comments had been addressed. AJ LaFrance moved to approve the AEF as written and the motion passed; a subsequent motion to approve the site plan, also moved by LaFrance and seconded by Cheryl Payne, passed by unanimous vote.
