Rising special-education enrollment and new discipline rules increase staffing demands, district says

Separately, staff described a change in student-discipline rules that can shift students from out-of-school suspension to in-school suspension when a parent reports they have no supervision; that change forces the district to provide supervision and, consequently, more staff or substitutes. The Presenter said these and other law-driven requirements represent partially funded or unfunded mandates that add to operating cost pressure and complicate staffing decisions going into next year.
