The library board of control reviewed and approved the 100% pricing, and staff said the figure is under the parish—s original $9.2 million budget.
"It is under budget," the library presenter said, noting the CMAR process included staged pricing (30/60/90/100%) and an independent third-party cost estimator (ICE) to validate costs. Public commenters raised questions about bypassing the traditional low-bid process and potential conflicts of interest, and councilmembers explained the CMAR safeguards (independent estimates, opportunity to go to public bid if the guaranteed maximum price is out of line). The council voted to approve the CMAR contract; the record shows the item passed with Miss Skiba absent.
