This process avoids delays and costs associated with work stoppages," the project presenter said, then described major costs stemming from converting sheet piling to permanent installation (nearly $600,000 of the increase) and other necessary adjustments after potholing revealed utilities not where expected. Council members and public commenters raised concerns about recurring large change orders and the difficulty of utility coordination in railroad right-of-way; staff said funds had been identified and explained the railroad—s limits on early potholing and utility locating. The change order passed (vote recorded as passing with the exception of Miss Skiba).
