The council considered Change Order No. 1 for the Oman Center Drainage Improvements (project P190505) that increases the contract by $271,095.41 and extends contract time by 30 calendar days. Project staff said crews encountered undisclosed conflicts with utilities requiring an altered culvert alignment and filling an old pipe in place.
"Change order number 1 includes modifications needed to change the alignment of the culverts in the phase 1 so as to avoid undisclosed conflicts with energy," the presenting engineer said, noting the revision aimed to keep adjacent businesses operational and avoid contractor demobilization. Public commenters and council members pressed whether the conflict was foreseeable and whether the engineering firm bore accountability; staff described coordination with utilities and said funding had been identified. The council voted to approve the change order.
