Commission recommends R-2 rezone for Norton property; applicant recused from vote
Summary
Commissioner Kyle Norton recused himself and left the room before the Planning Commission voted unanimously to recommend rezoning a 1.11-acre parcel at 3381 W 300 N from A-40 to R-2; approval does not itself grant a flag lot, which would require a separate application.

The Planning Commission recommended that City Council approve rezoning a 1.11-acre parcel at approximately 3381 W 300 N from A-40 to R-2. Commissioner and applicant Kyle Norton recused himself and left the room prior to the public hearing and vote.
Staff explained that approval of the rezone would not automatically permit a flag lot; any flag-lot application would require a separate administrative review to ensure compliance with code and the Main Street Overlay District. Commissioners discussed driveway and access implications and noted that approval of the rezone leaves future lot configuration and driveway placement subject to later review. Commissioner Farnsworth moved to recommend approval based on consistency with the General Plan and the Main Street Overlay District, and the motion passed with Norton recused.
