Commissioner Farnsworth moved to recommend approval; the motion passed with recorded aye votes from all commissioners.
Civil engineer Guy Williams told the Commission that UDOT had approved the proposed pipe system and final plans about three weeks earlier to address standing water on the site and that the design includes a small detention basin and a restrictor plate to buffer heavy rain events. The City Engineer requested a 10-foot public utility easement for drainage to allow neighboring properties to connect in the future. "UDOT had agreed to the proposed pipe system and had provided final plans approximately three weeks earlier," the minutes record. The Commission and staff said the engineering solution satisfied the primary hold-up that had stalled progress on the property for several years.
