Council members and several public speakers questioned the timing and recurring costs, asked whether installation would require overtime or additional staff, and suggested using community and downtown business participation to increase festive lighting without the city purchasing new fixtures. "When we have a deficit we should be prioritizing spending; I'm not prepared to buy new decorations this year," one council member said during debate.
After discussion the council moved to deny the purchase; staff reported no order had been placed and the denial means the city will not buy additional decorations this year. Several councilors encouraged community partnership initiatives and contests to enliven downtown seasonally without a direct city capital purchase.
