Hemet council introduces and moves forward update to flood regulations (Ordinance 2080)

The Hemet City Council introduced Ordinance No. 2080 on Aug. 11, directing updates to Chapter 14, Article 5 (floods) of the Hemet Municipal Code to align the city’s rules with FEMA and state model ordinances.
Interim Public Works Director Jolene Farris told the council the flood‑related sections of the municipal code were last updated in 1994 and that FEMA provided a model ordinance reflecting code and elevation changes since then. "A lot of the changes are representative of building code revisions that have happened obviously since 1994," Farris said, adding staff reviewed the FEMA guidance and made definitional and elevation updates.
There was no public comment at the hearing. The council voted to introduce the ordinance by title and waive full reading; a roll‑call vote on the introduction recorded unanimous support. The item will return to council consistent with the standard ordinance reading and adoption process.
