Council unanimously approves building‑fee reduction for Nielsen’s Frozen Custard

Assistant City Manager Boyd Davis presented a request to reduce West Point city‑controlled building permit fees for one commercial pad planned for Nielsen’s Frozen Custard. Davis said the City controls roughly $28,000 of the total fees assessed for the pad and that the applicant requested a reduction of $19,528 (about 70 percent) of that city‑controlled portion, excluding fees collected by outside agencies such as the North Davis Sewer District or North Davis Fire District.
Staff explained the rationale: sales tax revenue from the business is expected to offset the fee reduction within a short period — staff estimated recovery in less than a year. Council Member Jeremy Strong urged flexibility to retain businesses. The Council voted unanimously to approve Resolution No. 02-17-2026A.
