The Council reviewed a request to rezone approximately 38 acres (Ivy Meadows, near 2650 N 5500 W) from agricultural (A-5) to R-1. Community Development Director Bryn MacDonald told the Council the property was annexed recently and the application is vested to the General Plan in place when submitted; the concept plan shows up to 84 lots (roughly 2.2 units per acre). The Planning Commission recommended approval after infrastructure studies were completed and staff told the Council a development agreement will be used to spell out required infrastructure improvements and payment responsibilities.
Applicant Rick Scadden confirmed he may acquire an additional half-acre that would allow a maximum of 85 lots. Council members asked questions about the project's relationship to the county line and surrounding roads. Staff said the next step is a public hearing, which the Council directed staff to schedule for the next meeting.
