Public Works building timing tied to Cold Springs Road; cemetery expansion plans and policy options presented

City Manager Kyle Laws explained that construction timing for a new Public Works building is constrained by the Cold Springs Road alignment and requests from UDOT to delay until highway construction progresses. While 200 South could ultimately provide access earlier, it remains an unimproved gravel roadway not budgeted for improvements; staff noted road impact fees currently support only one of the competing road projects.
Casey Arnold, City Recorder, told the Council the cemetery is nearly sold out for traditional burial spaces—only four plots remain available, two of them infant-sized and not contiguous—and staff presented three preliminary design concepts focused on cremation gardens, columbarium walls and remembrance spaces. The concepts would provide approximately 400 to 750 cremation spaces depending on the final plan. Arnold recommended evaluating cemetery fee restructuring, resident/non-resident pricing, plot purchase limits, and a potential repurchase policy for unused plots. Council directed staff to return with ordinance amendment recommendations timed with the expansion project.
