Staff said R‑1 requires 100 feet of frontage while R‑2 requires 90 feet, and that the design yields about 13 lots for a density of roughly 1.7 units per acre. Mrs. MacDonald said the applicant worked with UDOT to secure an easement and a stormwater outfall under the would‑be West Davis Corridor, addressing prior storm drain concerns.
Two public commenters at the Planning Commission had questioned whether the parcel was wet, but staff said the planned stormwater solution is intended to resolve that issue. The Planning Commission recommended approval and the Council scheduled a public hearing for March 3 and asked that the item return to the Administrative Session for further discussion before final action.
