Sewer expansion, pavement preservation and park investments top capital list

Assistant City Manager/City Engineer Boyd Davis and Public Works Director Kenny England gave a detailed update on capital projects. Davis reported approximately $21.7 million has been invested in the West Point Sewer Expansion through funding provided by Davis County and outlined remaining work on the lift station and regional trunk sewer system before substantial completion.
England reviewed the City’s pavement preservation strategy (chip sealing, crack sealing, mastic repairs, HA-5 applications), highlighted completed projects (700 South reconstruction, 2000 West widening), and described park facility improvements including Loy Blake Park, the new park near Horizon Junior High, and West Point Gymnasium punch-list operations. Council supported continued coordination with UDOT on West Davis Corridor impacts and agreed staff should pursue additional traffic studies and right-of-way acquisition only after preferred alternatives are identified.
Staff emphasized the growing long-term maintenance burden as the City's roadway mileage, park acreage and other public assets increase with development, and recommended future project reviews include property acquisition data to illustrate infrastructure growth.
