The site, originally vested under prior R‑4 standards that allowed higher density, is now proposed to develop at roughly six units per acre with a mix of 32 detached single‑family homes and 24 townhomes. Bryn MacDonald and applicant representatives explained private lanes would be used to orient garages to the rear, and the homeowners association would be responsible for maintenance tasks such as snow removal.
Discussion centered on traffic impacts to 4500 West and 1800 North, stormwater routing to Howard Slough, and sewer service connections that would involve both West Point and Clinton systems. Council Member Michele Swenson asked for additional time to evaluate the project’s complexity; staff and the applicant said the proposal will be phased and that the applicant retains vesting rights under older code. The Council scheduled a public hearing for March 3 and directed staff to prepare a development agreement addressing infrastructure responsibilities.
