West Point Awards $2.22 Million Contract for 4000 West Storm Drain; UDOT Provides $500,000

The West Point City Council voted unanimously on March 3, 2026, to award the 4000 West Storm Drain Project low bid to Thurgood Excavating in the amount of $2,218,087. Assistant City Manager Boyd Davis told the Council six bids were opened and the low bid was roughly $31,000 below the next bidder; the overall project budget is approximately $2.5 million with a $500,000 UDOT contribution and needed right-of-way provided by the state.
Davis said the project will install about 4,000 feet of reinforced concrete pipe ranging from 48 to 60 inches in diameter and that UDOT asked the City to consider installing the drain now because the West Davis Highway will terminate at 1800 North and UDOT would like to use the drain for highway drainage. “Thurgood Excavating submitted the low bid in the amount of $2,218,087,” Davis said. The Council authorized the award and directed staff to proceed with contract execution.
