West Point Council Approves Nielsen's Frozen Custard Site Plan on Center Street

The West Point City Council unanimously approved the site plan for a Nielsen's Frozen Custard restaurant at the corner of 2000 West and Center Street on March 3, 2026. Community Development Director Bryn MacDonald told the Council the plan meets setback and height requirements, includes a wrap-around drive-through and a large indoor dining room; the site provides close to 20% landscaping where 15% is required and will include 24 parking stalls for a 60-seat restaurant, exceeding the 15 spaces required by code.
Mrs. Bryn MacDonald said the code typically requires five-foot planter areas along foundations but that, in this case, the applicant proposed landscaping between a patio and the drive-through lane instead. “The site is required to have 15% landscaping and provides close to 20%,” MacDonald said. The applicant and developer explained the proposed exterior materials use Nielsen’s black-and-white branding and heavy tile and decorative concrete block intended to be durable and cost-effective for future franchise prototypes. Council Member Jerry Chatterton moved to approve the site plan; Council Member Jeremy Strong seconded the motion, and the Council voted unanimously in favor.
