Community Development Director Bryn MacDonald presented Nilson Homes’ request to amend the General Plan designation for roughly 4.4 acres near 2084 N 5000 W from R‑1 to R‑4. MacDonald explained the concept plan proposes smaller detached single‑family homes on private lanes, with lots around 5,000 square feet. She noted the concept is intended to demonstrate connectivity for adjacent parcels and is not final for the Archuleta property.
MacDonald said the applicant emphasized public benefits including installation of a “UDOT required trail connection through the property” that would tie into the City’s trail system and coordination of a sewer line extension along 5000 West. She also reported that the Planning Commission recommended denial citing a perceived lack of public benefit; in response the Council directed staff to schedule a public hearing at the next meeting to receive public input and continue deliberations.
