Notice to proceed for waterline reconstruction expected about Sept. 10; 5–6 month build anticipated

Staff provided an update on the waterline reconstruction project and said a final federal (EDA) review remains before issuing a full notice to proceed. "We estimate giving the contractor the full notice to proceed roundabout... Roundabout September 10," staff said, and projected a five- to six-month construction schedule after the notice.
Staff also said contractors raised construction-method questions (for example, horizontal directional drilling versus open-trench methods) and that value engineering could reduce costs because grant funds are near upper thresholds. The town plans follow-up evaluations before issuing official notices and will update council on final contractor selection and schedule.
