Michelle Lee told the council she operates a short‑term rental in Dickinson and is compliant with hotel‑occupancy tax remittance; she argued many operators may be unaware of registration requirements and urged fair, cost‑effective enforcement. Another commenter, Ann Mart, said stronger monitoring is needed to address neighborhood nuisances such as noise and parking problems and reported that only one STR was permitted despite apparent activity in multiple neighborhoods. Councilmembers discussed enforcement options and cost concerns before settling on pursuing VCAs as a lower‑cost first step.
The motion was made by Council Member Kevin D. Edmonds and seconded by Johnnie Simpson; the vote was unanimous. Staff will return with details during the FY2027 budget process if the council chooses to fund a third‑party audit solution.
