Town staff recommends negotiating with Barber USA for water-infrastructure RFQ

Staff presented results of an RFQ for SRF/DWI and related water-infrastructure grant projects and said five bids were received. "We had a total of 5 bids come back, and, there's, those who did are listed, in the memos there," the staff member reported. Staff recommended the town manager and town attorney be authorized to enter contractual negotiations with Barber USA and said the selection relied on a qualifications chart and outside review to keep the process consistent with prior engineering procurements.
A councilor asked whether a report due before Oct. 15 covered those projects; staff confirmed the initial grant report has an October deadline. Staff also noted an ordinary fallback path if negotiations fail: "if we are unsuccessful with this, I'll simply just come back with another request". The council did not record a final vote on the recommendation during the discussion; next steps are negotiation and, if necessary, rebid.
