She noted year‑to‑date spending tracked at roughly 58.33% and explained timing effects from months with three payroll periods.
Ross also reported sales tax revenues were down compared with the prior year — she cited specific dollar declines in the General Fund and the Hospital Debt Fund — and told commissioners she expected to bring a budget amendment for economic development to reflect interfund transfers that were not in the original budget.
The board discussed timing, project approvals and how grant reimbursements and one‑time receipts affect year‑to‑date figures; Ross said she did not expect the variances to require amendments for the library and economic development line items at this time.
