"We had a total of 68 provisional ballots," Gilbert said, and summarized the board's recommendations: 40 to fully count, three to partially count (the constitutional amendment question only), and 25 to not count for reasons including registration not in place on election day, out‑of‑county moves, or missing ID. She explained categories in detail — for example, 23 voters had moved within the county and failed to update addresses; seven unaffiliated voters declared party affiliation at the polling location and were provisionally processed but are now recommended to count.
Gilbert also noted administrative handling for one voter who requested a mail ballot that was not received and later voted at the polling place, and one case where a ballot was reissued and an original duplicate was returned; the office accepted the first ballot and recommended the duplicate not count. After discussion the board recessed while tabulation staff unsealed and tallied the recommended ballots.
A commissioner moved to accept the group detail and precinct results as presented; the chair called for ayes and the motion was carried to conclude the canvas for the primary election.
