Southampton board cancels penalty after owner shows broken basement window and police response

Mark Held, who identified himself as the owner of MNDH LLC, appealed a penalty tied to an alarm activation that he said reflected a probable criminal event. Held told the commission he found a cracked basement window and submitted photos; he thanked the Southampton Police Department for its response and said the activation was not a malfunction but evidence of attempted entry.

“We have objective, reasonable evidence that there was a burglary or attempted burglary...the broken glass window,” Held said, asking for mercy and noting the invoices had the wrong ZIP code so he had not received timely notices. The board reviewed the police report and the submitted invoices, found sufficient basis to cancel the penalty and reset the counter to zero, and noted an address correction would be made on the record. The board emphasized that its action was administrative, not disciplinary, and that amounts already paid could not be refunded through this proceeding.
