Tupper Lake board authorizes supervisor to negotiate transfer of town dog pound

The Town Board voted unanimously to authorize Supervisor Rick Dattola to negotiate with the Franklin County Solid Waste Management Authority over disposition of the town's dog kennel property. Councilman Owen Littlefield moved the authorization, which Councilman Adam Boudreau seconded; the motion passed 5-0.
Town Attorney Kirk Gagnier advised the board on legal pathways for the parcel, noting the Town could transfer the property to another municipality under General Municipal Law —72-h — a transfer that can, in certain circumstances, proceed without permissive referendum — or declare the parcel surplus and sell it by bid or auction. Gagnier recommended including deed restrictions limiting future uses similar to a prior county deed; Supervisor Rick Dattola said he would contact Todd Perry at the Franklin County Solid Waste Management Authority after the board authorized negotiations.
