Joey Grisham (staff/consultant) said the policy is intended to guide staff and developers on typical expectations and noted other nearby cities use similar approaches.
Joey said the petition/review fee will increase from $5,000 to $15,000 under the proposed policy and that per‑lot community benefit fees commonly range from about $1,700 to $3,400 in other cities; he suggested $2,500 as a middle value. "That is kind of a middle. I mean, we see a lot of cities at 1,700 and we see a lot at 3,400," Joey said, explaining the fee is typically paid at closing by lots in each phase. After discussion and requests for comparative lists from other cities, the council approved the PID policy and an ordinance documenting the fee schedule changes, both with 7–0 votes.
