Council approves Creekline PID creation and related financing agreement

The Van Alstyne City Council approved the creation of a Public Improvement District (PID) for the Creekline subdivision and adopted a financing agreement that sets terms for future PID bond issuance and reimbursement for administrative costs.
Alex (city staff) summarized the project as a northern phase of previously annexed property, describing Creekline as a 64‑lot subdivision of roughly 1‑acre lots. He said staff and the developer identified three off‑site water improvements necessary to serve the subdivision and noted the council previously approved a Chapter 380 economic development reimbursement for those off‑site segments. "This particular item, the public hearing and the request to create the public improvement district would provide for funding for on‑site improvements such as paving and infrastructure," Alex said.
With no members of the public seeking recognition during the hearing, the council moved to approve the PID creation and the financing agreement. Mayor Jim Acheson announced the PID motion carried 7–0. The financing agreement was described as setting structure for future PID bonds and reimbursement to city staff and Municap (PID administrator) for administration.
