The county's finance director, Nikki, described plans to publish a digital, more accessible budget book using ClearGov and emphasized that a budget book is both a financial plan and a policy document intended to communicate the board's priorities. "A budget book is really a policy document," Nikki said, adding that ClearGov will let staff build division and fund pages and provide interactive reporting for officials and the public.
Nikki laid out the 2027 kickoff objectives—review the county's financial position, introduce the budget philosophy (ASPIRE: accountability, strategic, being prepared, being innovative/embracing technology, and efficiency) and launch multi‑year planning. She said staff will seek to standardize processes, improve monthly reporting and provide more transparent FTE reporting in the new system; the board and staff agreed on the value of improved reporting and dashboards for elected officials.
