Constable warns of liability in rental agreement; council considers limiting alcohol to beer and wine

During discussion of a proposed community center rental agreement, Constable Paul Ellzey told the council that "anytime you have property that you rent and authorize alcohol to be present, it opens tremendous liability for the city." He reviewed the draft language and recommended several changes to limit risk, including restricting alcohol to beer and wine and changing the security requirement from a "Coffee City police officer" to a "certified Texas police officer" so the city could contract part-time officers through county or regional contacts.
Mayor Marquis Castleberry asked how the city would provide police officers if the city lacked a police department; Ellzey said any licensed Texas officer could be used and offered to connect the city with the Henderson County Sheriff's Department contact who coordinates part-time employment. Councilmember Jeff Blackstone said he liked the beer-and-wine limitation.
