Manistee County Treasurer Rachel Nelson appeared before the committee to present two agreements between Manistee County and the Manistee County Land Bank Authority: a Service Agreement for administrative/fiscal/mail/IT support and an Independent Contractor Agreement (Project Manager services and scope). The Service Agreement specifies the county will provide accounts payable/bookkeeping, mail and copier services, IT support and meeting space; the Land Bank will pay an annual administrative fee of $2,500.00 for the listed services.
For project-management services, the Independent Contractor Agreement permits the county Planning Department to provide project-management support up to 75 hours per month, billed at applicable hourly rates; the agreement term in the packet is Oct. 1, 2026–Sept. 30, 2027 (Service Agreement) and Oct. 1, 2026–Sept. 30, 2029 (Independent Contractor Agreement). The committee moved to recommend approval of both agreements (moved by Dontz; seconded by Gustad); both motions carried with members present recorded as voting aye.
