Bagel shop expansion and conversion tabled as board seeks clearer applications, fire marshal sign‑offs and stormwater plans

The Shapleigh Planning Board tabled consideration of two related applications for Bob's Ugly Bagels at 146 Henry Mills Road — one to regularize current takeout operations and a second for a planned attached addition — and asked the applicant to submit clarified, separate applications and technical reports.

Planning staff and the applicant explained the record contains an older application that does not describe proposed growth. The board emphasized the need for a completed application that lists the applicant and property owner, clarifies whether the business will be takeout only or include dine‑in seating (plans show six tables for 24 people), and supplies a clear, legible site‑plan legend. The board instructed the applicant to obtain fire‑safety approvals (local chief and state fire marshal as applicable), show the location of on‑site propane and any grease‑handling measures, and provide a stormwater report and updated drainage details because additional impervious surfaces are proposed. One board member summarized the procedural problem: "So when we submitted that conditional use, that was prior to our discussions about possibly expanding the business," and the board concluded it was appropriate to hold both applications until the missing materials are provided.

The board made two motions to table the separate applications (the conversion and the addition); both motions passed and staff will schedule the items for a future meeting once complete documentation is filed.
