Two homeowners described repeated basement sewer backups and asked the Village of South Jacksonville for financial help after their insurance carriers denied coverage. Jason Hebron said he was notified the Village at 9:30 a.m. about the incident and repairs were not completed quickly enough for his family business; he told trustees about invoices and estimates for repairs, saying "it is about $9,300 to replace the carpet and the cleaning bill of $415."
Superintendent Brian English and other public-works staff described field response—jetting and manhole inspections—and said crews restored flow; trustees noted the Village's insurance counsel and Illinois Municipal League guidance advised against paying claims and asked for written confirmation from Attorney Rob Cross. Trustees directed staff to provide an updated camera/inspection cost estimate and ask the attorney to provide written options, including whether limited, documented 'good-faith' assistance can be offered without creating precedent or legal liability.
