Cedar Park council reviews draft Parks & Recreation Master Plan

The Cedar Park City Council received a presentation Oct. 24 on a draft Parks & Recreation Master Plan that consultant Teresa Jackson of BerryDunn reviewed for council members and staff. The plan, Jackson said, assesses park inventory, recreation and maintenance needs and lays out an action-oriented implementation approach.

"The action plan has seven project goals and three Key Initiatives," Teresa Jackson said, summarizing the plan's structure and next-step framework. The presentation listed the seven goals as: assessing park land for athletic fields and event spaces; prioritizing projects by community need and feasibility; renovating or expanding parks and aquatic facilities; enhancing accessibility, safety and programming diversity; developing cost estimates for capital, maintenance and staffing; researching best practices for operations; and identifying potential ballot initiatives to address capital needs.

Jackson and councilmembers also discussed the plan's three key initiatives — operational effectiveness, memorable recreation experiences and inviting park spaces — and how those priorities would guide project selection and timing. The presentation covered community engagement findings, a level-of-service assessment and a maintenance review meant to inform future capital and staffing decisions.

No motions or votes were taken at the work session. Mayor Jim Penniman-Morin called the meeting to order at 5:04 p.m., the council discussed the draft during a general discussion period, and adjourned the session at 6:20 p.m. Staff will retain the draft for future council consideration; no formal action or adoption was recorded at this meeting.
