Clear Lake Shores Council voted unanimously to award the Narcissus Road Roadway and Drainage Improvement Project to Lucas Construction Company, Inc. for $658,378 and to hire Colliers Engineering & Design, Inc. to provide construction management services for the project for $47,120. Councilman Rick Fisher moved to approve the contract award and Mayor Pro Tem Amanda Fenwick seconded; both motions passed with five votes in favor.
Roads and Drainage member Thomas Haaland said some firms withdrew from bidding because the procurement process was difficult; when asked by the city attorney what aspects were difficult, Haaland urged review of standards and process. A Colliers Engineering representative told the council that, "based on what was submitted, the amount is a little higher than Colliers put together, but not out of scope," indicating the low bid exceeded the estimate but remained within acceptable range. The minutes do not record any objections to awarding the contract or the construction-management agreement.
