Board appoints Paul Issac Harrold as Henderson's next Utility Director

The board directed that Harrold begin a temporary assignment as "Incoming Utility Director" on or about July 6, 2026, at an hourly rate of $33.00 and remain eligible for overtime during that assignment. The motion specifies an entry-level Utility Department salary of $80,080 per year upon his full appointment.
The personnel action also includes operational details intended to ease the transition: Harrold will be relieved of Crew Leader duties as much as possible while he learns the department operations from retiring Director Darryl Green and will be allowed to drive a department truck to and from home during the temporary assignment. The board carried the motion without recorded opposition; two aldermen (Michael Phelps and Jason Rhodes) were absent from the meeting.
The appointment was part of a broader personnel and operational discussion about succession planning in Henderson's Utility Department; the board said the selected candidate showed strengths compared with the other two applicants and that the transition schedule is intended to provide overlap with Director Green through his September retirement.
