CDD discusses encroachment, irrigation fixes, mulching and pond algae; staff to follow up

The board reviewed multiple operations and maintenance items during the Sept. 17 meeting: a reported pool and cage installation near Pond 16 that appears to encroach on an environmentally sensitive EDRA and caused bank damage; a temporary dam installed to address an irrigation break on Hole 11; ongoing sign repair and upcoming twice-annual mulching beginning in October; and algae issues on Ponds 7, 5 and 11.
Supervisor Michael Walsh reported that a homeowner-installed pool and cage "from the tee box, it seems that construction is encroaching on the EDRA and significant damage was done to the bank in the EDRA," and staff said homeowners are responsible for damage and will be monitored and addressed as work continues. District staff will also request a proposal from a contractor experienced in treating irrigation holding ponds to address persistent algae.
Other items on the to-do list included completion of sign painting, removal of invasives, confirmation that contractor A to Z will remove two trees overhanging houses, and a reminder that curb and sidewalk repairs are HPCA responsibilities.
