County signs contract for Cliff Rose Trailhead and event-area construction

Staff described an 11-mile expansion of the Cliff Rose trail system and presented a professional-services agreement with Progressive Contracting, Inc., to build a trailhead and event area with amenities such as toilets, a bike repair station, fencing and a kiosk.
Presenter noted current Forest Service counts of more than 50,000 annual users for the system and said the project would include an event area cleared for vehicle access and local races. A commissioner moved to adopt Resolution R-2026-3734 approving the contract, the motion was seconded, and the board approved the resolution by voice vote.
Commissioners remarked on expected maintenance needs and the mix of funding sources, including state grant participation, and directed staff to proceed with execution and project scheduling.
