Monahans appoints Frank Heslin to fill unexpired Airport Advisory Board term
Summary

Mayor Adam Steen announced the council would go into executive session under Texas Government Code Section 551.074 for an appointment to the Airport Advisory Board. After returning to open session, City Manager Rex M. Thee told the council the unexpired term of Mike Harbin needed to be filled due to his passing.
The council approved Resolution No. 2026-004 to appoint Frank Heslin to the unexpired term beginning Jan. 13, 2026 and ending Jan. 31, 2027, subject to Heslin's acceptance. Councilman Jeppie S. Wilson Jr. moved to approve and Councilman Gerald Stava seconded; the motion carried with four recorded "Aye" votes and one absence.
The minutes record the appointment and note that the replacement was required because of the passing of the previous board member; no additional discussion or background on Heslin's qualifications appears in the minutes.
