Director Carr summarized the SUP and noted ZAPCO recommended approval (5–1). Ben Gonzalez of Legend Communities described the project as an interior‑access, climate‑controlled storage building with retail frontage on Highlands; he said architecture will be developed further and that the renderings shown were preliminary. "Right now, this rendering is preliminary...I don't know that that'll stay," Gonzalez said about some design elements.
Several nearby residents spoke in opposition, citing lighting, traffic and safety concerns for middle‑school children and pedestrians near the planned Highlands access. Tom Madison, who said he lives close to the roundabout, urged clearer traffic planning and asked about lighting impacts. Another neighbor, David Jones, asked how the fee‑in‑lieu and driveways were calculated and urged careful attention to future access plans.
Council members discussed access options (including possibility of additional access from Bee Creek Road) and whether the development agreement mitigates design concerns; council noted the development agreement already includes architecture criteria for buildings fronting Highlands. After discussion Council member Sherman moved to approve the SUP and the motion passed unanimously. Council asked staff and applicant to refine access and lighting plans as the site plan advances.
