The Lakeway City Council voted unanimously Nov. 24 to adopt the legislative posture outlined in staff recommendations and to signal that the city will defend its home‑rule authority during the 89th Texas Legislature.
Assistant City Manager Goodwin told the council the city’s priorities include opposing “any legislation that would erode home rule authority of cities,” resisting unfunded mandates and opposing a shift from destination to origin sales‑tax collection. Goodwin also said staff will push for a carve‑out to allow hotel‑occupancy tax money to support sporting events and for municipal utility districts and other permitting authorities to be held to the same 30‑day plan‑review shot‑clock the city faces. “The top priorities are to oppose any legislation that would erode home rule authority of cities,” Goodwin said.
After discussion and a short citizen participation period in which no members of the public spoke, Councilmember Symansky moved the posture as described; the motion was seconded and carried unanimously. The council asked staff to prepare formal implementing language and to add any subsequently filed bills that match the city’s concerns to the agenda for a future regular meeting.
