JD Thompson said district and county emergency management officials agreed to move the county special‑needs shelter to the Palatka Intermediate campus for one year while the Kelly Smith site is demolished and rebuilt. "For this year, only with the county EOC, health department, all of us have gotten together, we will house the the special needs shelter will be at the Palatka Intermediate Campus for this year," Thompson said.
Thompson added the intermediate campus cafeteria was constructed to a higher code to allow sheltering and noted the decision followed coordination with county emergency operations and health officials. District staff said the move was intended to reduce risk from having a single special‑needs shelter remain on a demolition site and to maintain access from both the front and back of the facility during emergencies.
Officials described the arrangement as a temporary, one‑year operational change tied directly to construction sequencing and community safety planning.
