Board discussion focused on thresholds and permitting. Staff noted existing rules that already require a special use permit for very large developments: "If it's greater than 50,000 square foot, it requires a special use permit before the board of adjustment." Members asked staff to examine whether a specific upper-range threshold or additional standards should apply to large or AI-related data centers and to return drafts in the permitted-use module.
Members debated whether to regulate by use or by impact; one member recommended regulating impacts (noise, water, energy) rather than trying to parse AI, government processing or other end users. Staff committed to researching AI/data-center operations and to returning recommended language for the board to consider.
