District says new Palatka site will use six retention ponds, 100‑year flood design

Thompson said the district had to bring some lower areas up and reclaim them so the campus will hold water that previously flowed off‑site: "In essence, we're holding water for the community." He emphasized that state and local stormwater controls constrain how water is handled and that the ponds are part of required drainage and reclamation work.
Contractor James Marini and district staff framed the retention system as both a compliance measure and a neighborhood benefit that should reduce downstream runoff during heavy rain and hurricane events.
