Residents urge caution on waste handling and steep-slope siting of temporary housing

During the public-hearing portion, several residents urged caution about siting temporary units in sensitive locations and about managing waste from RVs where properties rely on septic systems.
"The RV problem is waste," said William Labelle of the Drive River Fire District area, noting septic limitations in outlying communities and urging that extensions include evidence of contractor progress on repairs. Dee Styles, a Swannanoa resident, urged the board to avoid placing trailers in steep-slope areas until more research is done, warning that slope disturbance can trigger upslope failures and downstream sedimentation: "Before the county starts allowing more disturbance in steep slope areas, I believe more research must be done to make sure our actions now don't set the people of this county up for worse trouble in any subsequent heavy rain events."
Those concerns helped build support on the board for retaining geotechnical protections in overlay districts and for the wastewater timeline change.
