County staff discusses higher freeboard, insurance discounts through Community Rating System

The Buncombe County floodplain manager told the planning board that joining the Community Rating System (CRS) allows communities to adopt higher standards and receive flood-insurance discounts. "If we join the community rating system, it translates into a discount for flood insurance holders across the county," the manager said.
The manager noted the county currently requires a 2-foot freeboard and that the next statewide model ordinance may recommend a 4-foot freeboard. He said higher standards and educational programs are among CRS menu items that could be phased in to gain rating credits and insurance savings for residents.
