Council approves purchase of background-check program for door-to-door solicitor permits

City Administrator and City Clerk Brenda Evans briefed the council about repeated complaints involving door-to-door solicitors (chiefly solar companies) and the difficulty of conducting background checks on nonlocal individuals. Evans said the Justifacts credential verification program will conduct federal and state background checks for under $60 per applicant. "When someone requests a permit they are required to pay a fee of $250, and if approved they must pay another $50," Evans said; she noted those fees would more than cover the background-check expense.
After discussion Commissioner Letizia moved to purchase the background-check program; Commissioner Edwards seconded the motion and it passed 4-0. The purchase is intended to make solicitor background screening feasible for nonlocal applicants.
