Engineer reports on sewer completion, grant resubmission and liquidated damages

Engineer Lee Beckman briefed the council on several capital projects. He said the sewer plant contractor was substantially complete on May 20, 2022 despite a contractual completion date of Dec. 31, 2021, and that $165,000 in liquidated damages is under resolution. Beckman also reported that the CDAP water grant application (originally submitted Aug. 3, 2021) received a NOSAF on Aug. 22, 2022 but had to be resubmitted Nov. 22, 2022 after material price increases of about $252,000.
Beckman told the council the city applied for a $1,014,960 ITEP grant with $253,740 in leverage; that application received partial funding of $26,400 for preliminary engineering and that the engineering agreement has been approved by IDOT, allowing engineering to progress. He also reported the RLF & state grant project was substantially complete on May 25, 2022 and that $141,000 in liquidated damages remains to be resolved. Council did not take formal action on these updates but received the engineer's report.
