Council approved both the preliminary plan and the final plat for Tuscan Village Section 2 after the building department confirmed compliance with the comprehensive plan, parks/open‑space requirements and other regulations. ZAPCO had recommended both approvals and staff said the applicant had addressed outstanding review comments.
The approvals are ministerial when applications conform to code and state review timelines; the council voted to accept both the preliminary plan and the final plat in separate motions.
Staff noted the development includes multifamily units, cottage/conversion units and commercial lots along Lomas Crossing Road and confirmed that required comments had been addressed before bringing the items forward.
