Councilmember Mel Kirkland moved the authorization; Councilmember Kevin Harris seconded and the motion passed 6-0 with Councilmember Heather Jefts absent. The authorization follows earlier executive-session deliberations about property acquisition and allows staff to complete negotiations consistent with council direction.
